Peggy and Howard’s personal and professional relationship hits a turning point in the late ’60s/early ’70s, over their differing stands on the war in Vietnam. Peggy is opposed to the conflict, more so as it drags on, and disappointed by Howard and Stark Industries’ complicity in the war as one of its principal weapons manufacturers. Howard is left bitter and confused by her reaction, and the falling out leads to his eventual withdrawal from SHIELD, leaving Peggy to run the agency on her own.
Though they remain distant friends, Peggy hates the way things ended with Howard. But she’s always sure that she had the moral high ground - that she took the position Steve would have.
She stays with SHIELD, kicking ass through the ’70s and ’80s, but retires after Howard’s death in ‘91, citing personal reasons.
As much as it breaks my heart, YES THIS. Howard and Peggy are so similar in some ways and so fundamentally different in others that a fall out of epic proportions is unavoidable.
